Mrs Fiorina said: "There’s a competence issue now. Anyone in 2015 who says you can't have two email accounts on a single device obviously doesn't understand technology."
She previously failed in a campaign to be elected as a Senator from California in 2010 and will face criticism from opponents over her record at Hewlett-Packard, where tens of thousands of workers were laid off and the stock price fell during her tenure.
Her comments came as advisers to Marco Rubio, the Republican senator from Florida, suggested he would launch his 2016 presidential campaign in two weeks.
Meanwhile Martin O'Malley, the Democrat former governor of Maryland, put himself forward as an alternative to Hillary Clinton in the race for the Democratic Party's nomination.
Mr O'Malley told ABC's This Week: "The presidency is not some crown to be passed between two families (the Clintons and Bushes). History is full of times where the inevitable front-runner is inevitable until they’re no longer inevitable anymore. I believe that new perspective and new leadership is needed."
Mr O'Malley said he hoped to reach a decision on a presidential bid in the spring.
Mr Rubio, 43, is expected to officially announce his candidacy in Miami on April 13, aides said.
He is likely to use as a venue the Freedom Tower where the Cuban American Museum is located, the Tampa Bay Times reported.
The site is also known as the "Ellis Island of the South" as many Cuban immigrants were processed there after fleeing Fidel Castro's revolution.
Mr Rubio, the son of Cuban immigrants, is likely to make his family background a feature of his campaign.
During an appearance at the same venue in February he said: "The American Dream isn't about how much money you make or about how much you own. The American Dream is about being happy."
Earlier this month Texas Senator Ted Cruz formally announced his bid for the Republican nomination. Republican Senator Rand Paul is expected to announce his bid on April 7.
Hillary Clinton is also expected to announce her campaign at some point in mid or late April.
